I'm trying to burn a movie onto a DVD-R. I just wanted to know if this program burns the DVD and conserves the quality. When I burn it onto my computer and then burn it onto a blank DVD-R, is it the same quality as the original? In fact, the "original" itself is a bootleg...

DVD Decrypter does a 1:1 rip and burn. If you have a DVD9 then it won't fit on a DVD5 unless it's shrunk first.
