Making DVD covers

I want to make some nice covers for my DVD and CD cases for my home videos.
Can anybody please recommend any free (legally free !) DVD / cd cover making software ? I do have Nero which has some software on to make some disk covers , but I just wonder if anybody can suggest anything better ?
