Jerky when converting avi/xvid to mpeg

Hi, I've tried tmpegenc and mainconcept with just about every option I can try, but when converting an avi (23.976fps or whatever) to PAL (25fps) or NTSC (29,97fps) it ends up being all jerky the whole way through.

If I keep the original fps and not convert it, it won't be the dvd standard, but I want it to be dvd standard without the jerkyness.

Any ideas please??? Cheers.
