Yeah, just burn the files as data if you want to use the dvd for storage.

First off what burning program are you using? Secondly (and I know this may seem obvious but) are you sure the disk is blank? The only reason I could see your program telling you to insert disk when one is already in the drive is if the disk has already been written on or its just a bad disk try another disk and if that doesnt work tell me what program you have.

Well I personally use nero to burn practically everything. Nero can burn DVD's, data DVD's, Disk images, etc.... This is my preferance mainly because I'm most familiar with it, however most other burning programs can handle making a data dvd. You will have to create a dvd, but it will be a data dvd. So the question still remains, what burning program do you have? You must have recieved some kind of burning application with your dvd burner.

I haven't personally seen nero 7 yet (I have nero 6) but I doubt the setup is dratically different so we'll work off of what I know of nero 6. First make sure DVD is selected (on nero 6 its at the top of the smartstart screen), then select make data dvd, then simply click on the file you want to store and drag it over to the other window to compile your list of files to burn, then click burn and thats it.
