Need DVD-editing/creation software - whats the best one?

I'm a film studies student and i'm currently making some practice movies in my spare time.
I'd like to release these on DVD (as i got a DVD-writer for christmas) so i'm looking for some good software.

First i need to put the video onto my computer, no problem if im using a digital camcorder - but if i'm using a standard one, whats the best software for high-quality video capture?

Secondly, i need to edit the movie, move scenes around, edit them, perhaps add special effects, i'd certainly need to add titles, credits and music and also optional subtitles and audio streams (like directors commentary)

So can anyone recommend any software that will do all this for me? (of course it doesn't have to be just one piece of software, several programs will be fine)
