Mine is under C:WINDOWS\system32\and here is Directx 9

Just out of curiosity, so you never have Directx 9.0C on your system before? and Nero Vision is asking you to install?

Another good application that has Directx 9 is C-Media 3D.

No, not necessary. Once you have it installed on your system, it should be recognized by all/any applications/softwares that required DirectX 9.0C -- but where did you installed to? Since now you've already installed DirectX 9 on your system, maybe you need to get Nero's General Clean Tool from Nero's website and completely clean Nero out from your system. Then do a fresh re-install Nero back and see this time you'll have a successful.

I don't know about you, but I've never ran into any issues regarding DirectX 9.0C or higher because I've always have that on my system.

Good luck and I hope you'll have it resolved in due time. If for some reason Nero Vision Express 3 can not detect/see it and it's giving you error, but you've got DirectX 9.0C on your system already, then maybe you might want to contact Nero Support.
