Nokia 6010 with "phone restricted" message

    Hello. I have a brand new Nokia 6010 that is showing up with a "phone restricted" message when I turn it on with a Cingular SIM card. I was hoping that I could get the code to solve this puzzle!

    the IMEI # is :
    010418004691798
    USA

    Thank you for any help given!

    I forgot to mention that the previous owner had purchased this phone new from A T & T...prior to the merger with Cingular. I am not sure if this info matters or not!
