Compiling DVD from 2 VCD disks

I burned a movie on two cd's-it was two seperate bin and cue files. They burned fine with Nero ROM but I can't seem to compile the two CD's into one DVD. After I import the disks w/nero vision and preview the final project it comes out like a slide show. The audio is fine but I only get about one frame every 2 seconds. The final size of the project is only 1.03G which seems to be too small for a full length movie. Any ideas on why?
