Windows XP customized desktop

Hi could someone please please help me! I have been looking for a long time to try and get customized desktops to work but cant figure out what i need to run these files. Could someone please tell me what i need. Here is the website address of what i am trying to run and install if you dont understand what i'm saying as i'm not very computer literate LOL

Thanx that really helped and works well just one more question lol how can i change my boot screen? Been looking on some chat rooms but they are not very clear used programs before but when you reboot it asks you what boot screen to use instaed of just loading the one i want it to! Plz help
