Can't capture at 720 X 480

I am trying to capture best quality from analogue VHS tape to DVD. I am using Virtual Dub 1.6.13. I am told that best quality capture is at 720 X 480 to AVI file using Hufy codec. But I cannot get a clean capture at any resolution better than 360 X 480. Any increase of the resolution above that level brings not dropped frames but inserted null frames, as many as one inserted frame for every captured frame.

I have taken every recommended step to improve capture quality: dedicated 7200 RPM IDE UDMA 80GB drive formatted before capture attempt; disconnecet from network; all processes not essential to computer operation shut down; etc.; etc. No good. I have even taken my Win XP OS and disabled IACP (or whatever) so I could assign IRQs to each device (found all devices essential to capture were sharing one IRQ - IRQ5). No luck.

Capture not only generates many inserted frames but capture frame rate drops to around 12 when it should be 29.97.

Seems to me there is a bottleneck in a bus somewhere. Does anyone have any ideas about this? CPU is Celeron 1.3 GHz. Capture card is AverDVD EZMaker WDM Video Capture Philips based. Audio card is CMI8738. Dispaly is ATI Radeon 7000 32M RAM.

I've used that AverDVD card, and had no problems on my end. What are you capturing with? I mean software. I used Virtual VCR myself, and was able to easily capture 720x480 or any other resolution with only the occasional dropped frame over even hours of capturing.
