Here's some useful links on NTSC-PAL conversions.

    http://www.toolfarm.com/tutorials/ntscPAL.html

    http://www.deskshare.com/Resources/articles/dmc_convertbetween_PAL_NTSC.aspx

The DeskShare site has a limited function trial. The site also explains the issues with PAL and NTSC incompatibility. The full version of the software costs about $40. So, check around to see if there are some freebies. Reports are that some of the free apps that can do the job don't produce very good quality.

I know DVDSanta does AVI conversions, but I didn't realize it would do PAL-NTSC conversions. In the FAQ section I noticed:
"Does dvdSanta allow conversion of a PAL DVD to NTSC DVD?

Yes it does! I have done that many times. Just load your PAL dvd into dvdSanta and click "Create DVD", make sure NTSC is checked."

There's a trial version, but it has "Demo Version" on the output. At least you can see if it works for you before buying.
