w/ quality presision it is said that lower settings equal less "mosquito noise" and more blockiness as it gives more impertance to details, (high action) while higher setting equals less blocking but more mosquito noise! this settings will give prefference to "flat" fields w/ vbr bias I here a higher setting leans toward a constant bitrate! these settings have been thoroughly tested and are set to have optimal effects on the majority of circumstances, I would only adjust them if you need a certain effect from the encode.
