I want to take a blank partition of my HDD and increase the size. Is this do-able without reformating my whole HDD?

Is there any freeware out there that I can do the same thing with? I really only want to do it once.

well there is a live cd called gparted.
search in google, its a 30 or so MB download, you burn to cd and it will allow you to resize partitions and stuff, make sure to backup your data first and read the manuals and faqs.
