Can I take a HP Pavillion a1250n and put the chip etc. onto a new mobo. into a new case and basically have a self build?

Yes, you are able to transfer everything on that computer to a new motherboard. Then you would be able to overclock and all that stuff with the new computer. Make sure the mobo is the same socket. 939 socket in your case and you should be good and ready to go.

Good luck with the new "self built" computer.

Make sure yuo get a case with good ventilation.
