i have 2000$ for a GOOD gaming laptop
any recommendations or certain parts to look for?
I was actually looking around and I saw this:
Mobile AMD® Athlon-64 4000+ CPU
Does that mean it has 4Ghz processor?

This is the best place to go IMHO and you can pick and choose which parts you need and want.

okay so I am at the site and it says something like this
939-pin) AMD ATHLON™64 3200+ CPU w/ HyperTransport Technology
how do I know the speed on that? for example games like oblivion says it recommends 3ghz. How do I know if that processor is fast enough if it does not list the speed?
and also what resolution do I need to have to things won't look pixelated/blockey?

dont worry, youll be able to play oblivion with that easily, most laptops will never go over 2.2 ghz. AMD uses a number system, so 3200 i think = 2.00ghz, not positive, my desktop is an intel and my laptop is AMD, my lap plays almost any game out now including fear and oblivion,(not at max) and it only cost me 800 bucks, its a compaq.

The 15.4 notebooks come at a resolution of 1280 x 800
The 17" and up come at a resolution of 1680 X 1050
What size of notebook are you looking for?

the one that wont pixelate
n also
which would be better for the long run:
Mobile AMD® Athlon-64 4000+ CPU & mobility 128MB ati radeon x700 PCI - express 3d video
or
Mobile AMD® Turion™64 MT-40 CPU [2.2GHz, 1MB Cache] w/Hyper Transport Technology & mobility 256MB ATI radeon x1600 PCI-Express 3d video
So pretty much its good processor w/ low video card VS. good video card w/ low Processor
which would be better for the long run?

I wouldn't get either. The gfx cards are not upgradable and those cards would do for now but not for long term.
When ps3 and 360 are in full steam come this november you will see more graphic games. An x1600 is just an x600 with vivo basically and isn't high enough to last more than 2 years tops.

everything is good except the gfx card and since you want a gamming laptop the gfx card is the most important thing.
an ati x800/x1800 or better
or nvidia 6800 or better.
Those would provide a better solution.
