    You are mis-reading the information you are reading from the PC.
    That model has a built in function to clock the CPU down when possible to conserve battery life.
    If you are plugged into the mains, or don't care about battery life, you can just disable that feature.
    How exactly do you do that?
    That gives you your question for the Dell support people if you can't find out.

    hey rihgt682, what exactly did u ask the dell support line and what did they respond back to you because I happen to have purchased the same processor in my dell laptop. What should I be looking at and how can you tell like how slow it is, just curious, the laptop will be delivered soon, I just want to know in advance, thanks! And what was the refund for?
