When I go to the Control Panel, Then System, And the System Properties menu comes up. on the General Tab it says

Intel(R)
Pentium(R) 4 CPU 2.6GHz
1.3GHz 748mb RAM


What does the 1.3 stand for and why does it differ from the 2.6? Shouldn't it be close to the 2.6ghz?

Most of these that I have seen have either been exactly the same or very close. How do I tell how fast my processor is actually going?
