Subs not visible in PAL to NTSC transition

I am using VOBBLANKER and IFO Edit to convert PAL to NTSC. However, since it is very hard for me to watch these when my kids sleep I have to use Subs, does anyone have a guide on how to fix subs in this case? All I need to do is move all the subs up about a 1/4 of the way on the screen.

Ps. I am going from 720x5xx resolution to 704x480, and can not go lower than this on my TV, so I can't solve it by reducing the resolution farther.
