Here's the deal as it stands right now. Most games only require good graphics performance to run well, performance levels around that of the Core 2 Duo E6600 at stock are sufficient (note that this still means overclocking almost all AMD processors to get this fast). However, some games now make use of quad core CPUs, and are also benefited by higher performing dual cores. A few examples of these are Supreme Commander, Assassins Creed and Crysis. All three of these games will see benefit from having a decent CPU, and since they're pretty much industry leaders in technology, you can be pretty sure that a while down the line CPUs ae going to matter. Unless you want to find yourself having to upgrade again soon, go with a good CPU.

but aren't the next line of games designed to use 2+ cores so won't quad cores and phenom tri cores have a huge advantage over the best of dual cores

Indeed they will, but processing speed is also going to be a factor too - so you'll want a fast quad core, and for now, that means Intel.

so does that mean if i get a phenom tri coer 8650 then it will be better at gaming then say the e8400

For now, no. In the future, possibly. But a Q9450 will be miles better than either.

ok so how much would it effect it and what about the Q6600 and when are the games than use 2+ cores coming out and how much can i get a Q6600 for in us

The Q6600's your best bet if you havent got much to spend, it's cheaper than a Phenom, and will overclock better than the newer CPUs anyway, and is nearly as fast. I think they're a small amount over 200 US dollars.

cause if the 8800 gts or 9800 gtx or 8800 gt, 9600 gt price drop id rather get one of those over a 3850...

I agree. The Q6600 is the best deal for a cheap quad core. It can hit 3.2GHz easily.
