LCD Monitor response rate question

    Hi all,
    I had a bit of a poke around and couldn't find an exact answer to my question.

    LCD monitors/TVs refer to a "response rate" this is stated in ms eg 8ms (milliseconds). I guess the smaller the number is better, that is 5ms is better than 8ms and 2ms is better than 5ms. Now my question, I heard that anything less than 5ms is not necessary as the human eye/brain doesn't see any difference below 5ms. And what is the difference between response rate (ms) and refresh rate (hz).

    There must be an expert out there who can "fill us in", any feed back would be appreciated.

    i read somwhere that the eye doesnt notice any thing bellow 12ms, but i cant remmember where that was now.
