When to use Inverse Telecline in VirtualDub

I am confused about what it says in the Afterdawn Divx 5.02 guide about when to use the Telecline. Every movie that I have put in to DVD2AVI tool has said that it is film (which I interpet to be 23.97 fps). I purchase all DVD's from the USA, so does that mean I have to use it everytime? Is there another way to change the framerate to 23.97 than what is discussed in the forum?
