can someone please advice a software which will convert video clip formats such as mpeg,vcd or avi to dvd

TMPGEnc, you need to re-encode the clips into MPEG-2. And then you need a DVD authoring software (like DVDIt, Spruce, etc) and DVD burning software like Nero.
