How to get the best quality from DC to SVCD ?

Pls help, i'm getting confused of all these picture sizes.
I want to watch my DC movies on TV/DVD-player (PAL 4:3 SVCD).
C'ant get a "good" quality, may it have to do with the picture size or any other parameter ?

What I am doing is:

1. Capture in Premiere and saving in uncomp. AVI.
Picture size ?

2. Converting AVI to MPEG with TMPGEnc.
Picture size again ?

3. Using Nero to burn SVCD.

The resulotion is not good, what parameters shall I use in each stage
to get the best result. Maybe this is a dumb Q, but I'm just a beginner
in this and really need some help.
