Mini DV is just another name for DV (Digital video). It mainly refers to the DV cassettes which are sold as mini DV cassettes for DV cameras.

It is currently the smallest Digital video Tape and data trasnfer rate of 35MBps/sec

The resolution is also greater than say VHS. MiniDv is 525 lines compared to VHS which is 240. Resulting in a better picture.
