Although this question has supposedly been answered "several times" I only found a couple of references to it, and those that did answer the question assumed knowledge that I don't have...

So, I open a file in VDub, and I get the message about "improper VBR audio encoding". I also have another twist... I would like to shrink the file a bit by resampling the audio at a lower rate... But if I just allow it to resample the audio without dealing with the other problem, the audio obviously becomes skewed... So can someone please give me detailed (!) instructions on how to fix this improper VBR thing?

Remember, I have only a very basic knowledge of VDub, and similarly limited knowledge of other programs like LAME and all those... So if you're gonna give me something complicated, please explain it...
