I would assume so, but since the official system requirements have yet to be released a definate answer isn't possible. However, if it wouldn't run on a machine with those specs they would be limiting themselves to a very small audience of people with more powerful machines, something most publishers would be reluctant to do. If you can't sell your product to someone with midrange specs then you aren't going to sell as much product.
