I would say yes, but it may cost you some game performance so you may have to set lower graphics settings to play smoothly. I would suggest you to download a demo version of the game before buying.
I'm guessing if your pc is only 60% of the required cpu, I think it will either not run at all, or lag horribly. More RAM will prolly be helpful as well. And of course you need vista=)
