"regsvr32 ac3filter.ax" fails. Why ???

My O/S : Windows Me 2.0

1. I downloaded AC3Filter 0.70b

2. I ran the installation, which apparently went fine :
- I did find the files in C:\Program Files\AC3Filter
- I can see AC3Filter in the list of installed programs from Control Panel
- I can launch AC3Filter Config
- I find registry entries under HKEY_CURRENT_USER\Software\AC3Filter

However :
- my player still cannot read Audio information [Tag 8192]
- GSpot does not list AC3Filter in the list of installed audio Codecs.

3. I think I found the reason why: Windows registration did not work because c:\windows\system\regsvr32 ac3filter.ax returns this message :
"DllRegisterServer in ac3filter.ax failed, Return code was : 0x80040154" which means Class not registered.

4. I did a few checks that did not help me :
- I checked that no other copy of ac3Filter.ax exists on my PC
- I ran c:\windows\system\regsvr32 /u ac3filter.ax several times before
- I uninstalled AC3Filter and reinstalled it

I do not know what I shoud try next.
Does that mean that AC3Filter requires another class that is not installed in my PC ?
