The old discussion is dead, but I just solved this problem with the help of the HP tech line.

The device will read a DVD but not a CD

Tried installing drivers...... no use
called HP for the laptop.. here is what the solution was
REGEDIT and save the registry ... of course!
start in SAFE mode ... F8 while booting (keep tapping until prompt

regedit
search for "upperfilter" and delete the first instance
search for "lowerfilter" and delete the first instance (we actually deleted two instances

reboot and it works! If it doesn't work then you should restore the registry from the "saved file" in "safe mode"
