Not sure if this is a budget concisou build? cause i don't want to spend too much on the pc, yet i want decent gaming experience~

Case - CM690 II Advanced
CPU - Intel Sandy Bridge 1155 i5-2300 2.8GHz
Mobo - Asus P8P67 P67 chipset ATX/ Gigabyte P67A-UD3 ATX
GPU - HD 6850 1Gb
PSU - Corsair HX650w/Zalman ZM600-HP if not then Corsair TX650w
RAM - Corsair Dominator DDR3 1600 2x2GB

would this build be considered average?
