Well, I am looking for a paint that will actually bond, could yo help me, I know it sounds like a stupid question, but I have tried various types, could you (or anyone) point me to a brand?

paint won't work too well. there's a krylon spraypaint that supposedly adheres to plastic, but it just doesn't work all that well. paint isn't very durable on plastic. you'd be better off investing in some vinyl graphics.

could use 200+ grit sandpaper to roughen up the case's plastic surface so the paint will adhere better. what type of plastic is the psp made of? have you tried paint used to paint model ships, cars & airplanes?

any place that makes vinyl graphics for cars would have what you need...you'd only need it on a smaller scale. a bit of google searching would probably turn up some good places to start.

also use a primer paint before using your finish coat of paint. can use automotive primer gray as that was suggested on a model site i'm on for model ships.

if doing the paint route, use several coats of clear over your final color layer, as that will be a pain to touch up and keep looking nice if you flake some paint off.

Couldn't you coat the painted layer in a kind of laquer or something after painting?

a clear coat is a protective layer of transparent paint, or lacquer. :-) you need to use a clear coat specifically designed for whatever paint you're using, as some clears can damage some colorings.
spray application is preferable, as well, as you'll not have a completely smooth surface if you brush it on. and you'll still have to do some kind of buffing for a real smooth surface.

As soon as I get a camera. But i took model car paint and put it into a mini-sprayer thing, sprayed over it. I let it dry and then put laquer. It was a hassle to get it to settle evenly, but then aain im rather sloppy :) But after several tries, it looks nice, near perfect :)
