well, socket 478 mobos are pretty old, but I think the best processor for that would be the one you allready have. As for the gfx card, the Gecube x1950xt is the fastest card out there for AGP, and it will probably allways be that way. Unfortunelry, people are having many problems with the cooler that comes with it, and say it doesnt work right. (I have one, it works fine, but I've got water cooling) Probably a Gainward Bliss 7800GS+ (plus is very important) would be your best bet.

why are you repeating the specs that is also your 1st post? just ask if this card will work on my board with the specs posted above. that card will work on your board as both card & agp slot is 1.5volts.
