As it's only for internet you can buy something older (say of eBay or similar) for hardly any money at all, for instance you could buy an old Intel P3 600MHz (first thing i thought of) and use a Linux 'live cd' ie Linux would run off the cd, some of the linux live cd's hardly use the cd/dvd drive once loaded. That's what i did to get extra internet laptops around the house, for about £120 each plus cheap wireless PCMCIA cards (though for this you can't just use any old wireless card, you'd need one that is linux capable - can give you pointers on that if you want). Though on most of the laptops i install a variety of linux; i suggested the 'live cd' idea as you need no linux knowledge or maybe just a bit for the wireless part sometimes), boot the thing up, it'll grab an ip address and you're on the internet.... ..that may not be what you want to do, it's just a way to spend hardly any money for just surfing the net..
