Ogg audio convertion problem

I'm trying to convert a 23 minute ogg audio file and I have used the recommended programs like xilisoft and dbpoweramp but what comes out is a scratchy audio sound that is now 2 hours long. I can play the original ogg file perfectly but not convert it? Am I missing a codec or are there any suggestions?

You can try:
- Audacity, Wavosaur, ...
- MediaCoder, SUPER, ...
- BonkEnc, BeLight (BeSweet), ...
- audio converter from AIMP2 player, convert option in foobar2000, ...

Thanks a lot Placio, I tried Audacity and it worked perfecly. I spent around two full days trying to fix this and you saved me. Greatly appreciative.

Why it`s spam???? I use this software if this type of files can be played on WMP. I simply said my opinion

Not worth to try and pay.
Why propose this tool if not support OGG?
Of course i'm can play OGG in WMP and can't convert used this tool (Diagnostic code 1).
Ah, i'm see...
It just 'call' WMP, record audio and save/compress (example to MP3).
Very funny.
