A few questions,

1. Does google earth only work if your connected to the internet?
2. Is it safe to download? i mean its not gonna slow my comp down is it...

AFAIK you have to have an internet connection to use the service and yes it is safe to download.

There other offerings in this realm too, just do a little searching.
