video capture hardware problem plz help

well i got a pixelview play tv pro card and u guys helped me get the driver for it but it doesnt work still it says "sorry, you have no video capture hardware" wahts that mean?? i got my card in the computer pretty sure its in properly and my cable is connected from my computer to the cable TV what am i doing wrong or do i need something else.

my version card is Pixelview PV-BT878P+RC
