You really need to flick through the cce manual before using it, but basically:

    1. calculate the bitrate using a bitrate calculator. I use this one:

    http://www.vcdhelp.com/BitrateCalc.zip

    2. Feed the bitrate settings into cce, using 3 or 4 pass VBR for best results.

    3. Enable the cce 'dvd compatibility' option (I think that's what the option is called on the english version, I use the japanese ver.).

The result is the .m2v video and .mpa audio streams. I think the calculator above assumes mpeg2 or ac3 audio, so if you are auhoring with a program that supports only pcm audio, then the bitrate figures may be substantially out. www.vcdhelp.com has some other calculators if you don't like this one.

Read the cce manual (available on their web page). You'll feel much more at ease after doing so.

    I use cce 2.64sp.

Well, after adding the avi file, double click on the filename. The encoder settings should popup. Select mpeg2, and either cbr/vbr. There is a button labeled 'video'. Hit this. You should then see the 'DVD compliant' button... (maybe not for 2.5? dunno)

There is a picture of it on this page:

You frameserve a 'pseudo AVI' into cce. Read step 1 and 2 of the cce page mentioned previously.
