Best converter program?

So im about to get the new classic and i was wondering what would be the best program to convert videos. i heard that the ipod doesn't allow certain size of the video on the ipod. like the area, not the memory it takes, if you know what i mean. So is there any programs that does any of this. I also want it to make it stay the same quality after it's converted and less memory (like an hour and a half movie would be about 200-300 MB instead of 700 MB). and also, when it's converted to mp4, is the file size supposed to be smaller?

i have been using Xilisoft Ipod video wizard 3 and it works great but it only converts mpg and avi files

 

but how big is the movie file after it's converted?
like from 700 mb to 200-300?
