    stephen02,
Download Subtitle Workshop. Run it. Go to Tools, and then select Join subtitles. Now, a new window will pop up. Click Add and locate first .SRT. Repeat this process for the second .SRT file. Make sure you choose the right framerate (FPS). Generally, you select 23.976fps for NTSC movies and 25.00fps for PAL movies. If you're doing movies at 29.97FPS make sure to select that framerate. Finally, set the output format as SubRip and click Join.

    stephen02,
Follow the guide here on how to properly set time delays using the same software, Subtitle Workshop.

Why don't you try with SubtitleSync??
It's easy to use; the instructions are on the same page and you don't have to download anything.
