Dell xps gen 3 green fan/cpu case broke. How do I mount the fans?

    The case wont attach. Can anyone tell me how to attach the fans without the green case? I tried attaching them on the back inside of the pc, but dont think it's working. Is the cpu heat sink supposed to be very hot? Because every time I touch it, it is.
