Windows Installer Problem ~ This installation package could not be opened.

I just reformated my pc and everytime I try to install a game or program i get this error "This installation package could not be opened. Verify that the package exists and that you can access it, or contact the application vendor to verify that this is a valid Windows Installer package." I updated windows installer but same problem

Everything points to outdated MS Installer, have you run a full update after installation? I'm talking about ALL of the updates, not just the MS Installer.
