You'll have to use some sort of bootable media to format the drive. If you're simply installing a new OS, then the installation process will allow you to format the drive. If you're looking to dispose of the drive, then you'll want a more secure method of formatting the drive. Look for programs that offer DOD (department of defense) wipes.
