the guide shows a level 1,2,3,4... my copy of shrink v3beta 5 does not have it?
And when it's finished there's an option of what country I'll be using it in, does it matter?

You must have a really old version. It should have Levels for compression.

When burning, select "All Region" or select which Regions you want.

whassup, the new version he has doensn't have compression levels like he said. Just pick the ratio that makes the dvd fit (its more customizable than the levels you described). Also, country code makes a big difference, if you don't have yours checked, the dvd wont work in your player. As whassup said, use region free or your country code.
