If a webpage fails, it won't load for another hour-Vista

Alright, my dad has a copy of Vista on his laptop (Grrrr....). Any we have a crappy internet connection, that sometimes resets itself. Now here's the problem.

If it resets itself while I'm trying to load a page, the page will fail to load (of course), but even after the net is working again, and everything else is working, that site won't load for about an hour. Anyone know how I can make it load after I refresh it?
