is DVDROM driver for burning DVDRIPS on and using DVD-R disc's?
Then you cannot burn your DVD rips. What you can do is convert your files to avi and burn those to a CD. They will not play in your DVD player unless it's a DIVx certified player. If DVDs is what you want, you will have to purchase a DVD writer.

see if i buy a DVD burner would it not have to be put inside the
computer hard drive or is it just like a DVD player you just plug it in and attach it?
You can go external. Either an already USB dvd-rw drive which is pricier or buy an internal drive and place it into an external enclosure. Some of those USB dvd-rw drives you gotta beware of.
Internal is the way to go.Better quality burners, lower price, unless you have no extra bay. A dvd-rw drive will also burn cd's,so you swap out your cd-rw drive for the internal dvd-rw drive. It'd be a couple minute job, depending how easy it is to get into your tower. Just make sure: you use the same ribbon and you set the jumpers (pins in the back of drive) to match it to how the cd-rw drive was set.
