Yes, you can. First you need to find the gif you want on your phone and save it onto your computer. From personal experience i use online uploaders since i dont have a usb cable. The best one i found is . I take it you have sprint and therefore you can just enter your phone number and send it to your phone using the image/sound/media section uploader. The same goes for vids, pics, and ringtones. Just be aware that if you dont have the pcs vision dataplan it will charge you to access the web and also for the download. It wont be too expensive if the file is small. I think it's like $0.03/kilobyte or something like that
