pc windows wont scroll properly

    Im running XP Pro edition on my pc.
    When I scroll down a webpage or move a window, like drag and drop, instead of scrolling down normally, I get a Line move down the page to load the new data. Its hard to explain.
    Its annoying and ugly, it gives you a headache after a bit aswell. How can I fix this?
