To extract subtitles and (or) times

Good day to everybody

I have two similar questions and I ask for your help:

1) If I haven't SRT files for a movie AVI, and I have that movie with permanent ( inserted ) subtitles, how can I extract them with the times, to translate them and create the desired SRT?

2) Similar to 1) but now I haven't inserted subtitles in that movie (I'm particularly interested in one of the best terror movies that I don't find it for sale - Taste of Fear (1960) ). In this case can I extract with any programs the times of all subtitles to a file, so I preoccupy myself with the translation? If yes can I extract its audio to a file and don´t see the movie while translating?
