I am trying to find an h.264 codec compiled with glibc 2.3. Please help! Does anyone have any idea where I might find this?

What are you actually trying to do that is causing the problems, and what is your distro? By rights your package manager should have whatever you need that resolves any dependencies, but maybe you'll need to either look into backports, compile from source yourself, or upgrade your system itself so that everything is up to date. If you're just trying to do playback, VLC should by rights support it out of the box, or install all the gstreamer codecs and a whole bunch of other players build on them should all play it fine.

Don't think there is such a thing.. use the x264 FOSS one instead. (h&m264 are proprietary)
