How to open .rar files on the PSP

You don't. You open them with WINRAR and put those folders on the PSP.

Oh and if you downloaded multiple split files for a game . FOr instance, "metal gear solid portable ops part1" and "metal gear solid portable ops part2", put the rar files in the same folder and extract the first file into the same folder
